Moderated by Heather Fazio, this session will delve into state policy with a comparison between the regulations for the Compassionate Use Program and the hemp program. We’ll explore how these regulations are (or are not) being enforced and discuss the importance of proper regulatory enforcement in ensuring accountability and consumer protection. Speakers include Katharine Harris, PhD from the Baker Institute at Rice University and cannabis attorneys Andrea Steel and Susan Hays. Join us to understand the critical role of state regulation and enforcement in the cannabis industry and how it impacts consumer safety and industry integrity. Katharine Harris, PhD is the Alfred C. Glassell, III, Fellow in Drug Policy at Rice University’s Baker Institute for Public Policy.

She examines local, state, and national drug laws. Andrea Steel leads the Cannabis group at The Banks Law Firm, advising business on legalities and strategy. She is a pioneer in hemp, having been pivotal in a number of significant results impacting the industry at both state and federal levels. Susan Hays is a lawyer and registered lobbyist based in Austin and Alpine, Texas. She serves on the TCUP Working Group as the public representative. She was intimately involved in the drafting and passage of Texas’s 2019 hemp law. As a grassroots organizer, Heather has trained hundreds of advocates across the state, hosted lobby days at the Capitol, and engaged media to ensure positive cannabis coverage. She is the lead organizer for the Texas Cannabis Policy Conference.
