The Missouri Department of Health and Senior Services (DHSS) has announced that it is soliciting proposals for a comprehensive Cannabis Market and Economic Impact Study.

The results of this study will serve as a crucial resource for the DHSS in determining whether and when the department will be required to issue additional cannabis facility licenses. Specifically, the study will help DHSS decide on the number, location, and type of any potential new licenses. This action is guided by Article XIV of the Missouri Constitution, which states that the department may adjust licensing limits to meet the demand for marijuana and ensure a competitive market while preventing an over-concentration of facilities in any particular local government. Notably, should DHSS issue additional licenses, at least half must be awarded to owners of cannabis microbusiness facilities that have been operational for at least one year.

Beyond license allocation, the study will also analyze the overall economic stability of the regulated cannabis market in Missouri, identifying both strengths and potential risks. A key focus of the study will be the regulated market’s impact on economically distressed areas of the state. This aligns with Article XIV, which directs DHSS to develop a plan to encourage ownership and employment in the marijuana industry by individuals from economically distressed political subdivisions and districts and to positively impact these areas. The information gathered from this study will be instrumental in creating and implementing such a plan.Proposals must be submitted by 2 p.m. on March 24.
