Jeff Brinkman regularly updates us on developments in the state

He forwarded this letter to Cannabis Law Report that he’s sent to a number of state representatives in which he says the following

Minnesota Office of Cannabis Management, State Legislators, and Concerned Citizens From: Superior Cannabis Company Date: September 15, 2025 Subject: The Creation of a Duopoly and the Betrayal of Minnesota’s Small Businesses

I told you all this was the plan and was chastised by nearly all bill authors. Here we are.

The announcement today from the Office of Cannabis Management (OCM) confirms what many of us in the small business and social equity community have feared all along: the promises of an equitable, craft-focused cannabis market in Minnesota are being cast aside to favor a state-sanctioned duopoly.

By granting the two existing medical cannabis manufacturers the first combination licenses, the OCM has given them a months-long, if not year-long, head start to capture the entire adult-use market before a single small business or social equity applicant has even been approved. This is not a “transition”; it is a deliberate market handover.
