Federal Drug Commissioner Streeck Criticizes Partial Legalization and Demands Legal Change
2025-11-30 | The Federal Government’s Drug Commissioner, Hendrik Streeck (CDU), is pushing for changes to the Cannabis Act, as partial legalization has led to a number of problems that need to be counteracted immediately, as he reported in an interview with Deutschlandfunk. Streeck criticized in Deutschlandfunk what he considers to be the too high legal possession limits – 50 grams at home enable over a hundred joints – and saw a benefit for dealers through the permitted 25 grams when out and about. He welcomed the plans of Health Minister Warken to curb the misuse of medicinal cannabis, whose import increase of over 400 percent cannot be medically justified. Streeck was particularly concerned about the protection of minors, as the number of early interventions intended to keep adolescents away from drugs has plummeted by 30 percent since the law. In the further conversation, he urgently called for the expansion of early warning systems in view of the looming opioid crisis in Germany and defended the use of drug-checking as an important tool for harm reduction. With regard to health financing, Streeck pleaded for major reforms in the system that would shift incentives from mere treatment to health prevention. The Union has left its stance on the future of the law open in its coalition agreement, but leading politicians such as Federal Interior Minister Alexander Dobrindt (CSU) are demanding the complete abolition of the law even before the scientific evaluation is completed in 2028.
