SACCA has launched a national cannabis survey to determine the state of play in the sector. T

The Project Ndlela outreach is to collate structured information about the cannabis industry in order to provide government with a data driven submission aimed at including private clubs and other stakeholders in new legislation. SACCA spokesperson Albertus van Jaarsveldt (pictured right) says “Project Indlela represents a decisive step  forward. We are now entering a structured participation phase where the sector can contribute meaningfully to defining a practical and inclusive regulatory framework for non-commercial cannabis.”

Hosted on the SACCA Platform via Afrimeter, Project Indlela enables stakeholders to submit aggregated and anonymised data. This will help develop governance standards, best practices, and evidence to guide future policy.

The initiative adopts a deliberate, phased approach. The current pilot remains limited in scope, with its core focus on defining clear regulatory parameters for non-commercial activity — including the role of cannabis clubs as inclusive mechanisms for legacy growers and township-based participants — before any wider rollout.

SACCA stresses that cannabis clubs must operate within compliant, transparent structures to ensure safety, accountability, and legitimacy while promoting broader inclusion in the sector.
