The State Licensing Authority adopted permanent rule revisions with the Secretary of State, which will be effective on January 5, 2026. The Marijuana Enforcement Division is issuing this second industry bulletin to provide an overview of licensed premises-related rule revisions to support licensee compliance, along with a compliance tip on record-keeping best practices. This bulletin does not encompass all new or revised rules.

Additional industry bulletins will follow on different rule topic areas, such as:

• Plant & Product-Related Rule Revisions
• New and Revised Testing Rules
• New Rules for R-and-D Units (formerly Sampling Units)

All licensees should review the complete Final Adopted Rules, as well as the rulemaking meetings and hearing recordings, which can be found on the MED Rulemaking webpage. The Secretary of State’s Office will publish the official, certified rules on or around January 5, 2026.
