Teaching Marijuana and Justice this semester at Florida Gulf Coast University, students have increasingly worried about cannabis use and harm reduction. Users can have addiction or mental health issues, so students wanted to know how legalization regimes were creating the appropriate guardrails for the protection of consumers.

Canada has a distinct professional cannabis education strategy for nurses. Health Canada’s Substance Use and Addictions Program (SUAP), was created to target a major gap in post-legalization care: the lack of evidence-based knowledge among health professionals. SUAP funded the Canadian Nurses Association (CNA).

The CNA used the funding to create a National Nursing Framework with e-learning modules. The goal was to ensure nurses could provide accurate, non-judgmental, and harm-reduction-focused advice to clients. It was also created to identify knowledge gaps.

Evaluation of these efforts is best practice. Evaluation and accreditation is not always rigorous, making criticism of accrediting bodies valid. There does exist a 2025 study confirming the continued gap in cannabis education among Canadian nursing students, highlighting the necessity of the CNA’s work and similar programs. The study emphasized that nursing students still lack knowledge on regulations, dosing, and effectiveness, underscoring the importance of evaluating the modules’ impact.
