Continued review of license preapproval applications
OCM staff continues to review more than 1,800 license preapproval applications submitted by verified social-equity applicants. Microbusinesses (586) and retailers (578) received the most license applications. Below is a chart and table that shows the number of applications for each license type.
Applicants who have met all the requirements of the review process and vetting will be eligible to participate in a lottery. OCM will schedule a lottery after applications are reviewed. The lottery will select applicants who have completed all the final steps. They will receive a license preapproval, and can finalize their business operations before the market launch in early 2025.

OCM continues to work to curb the illegal sale of raw cannabis flowers
OCM began enforcement action in March to combat illegal sales across the state of raw cannabis flowers. Minnesota has legalized hemp-derived cannabinoid products for consumer use, but selling raw cannabis flowers is illegal outside of dispensaries operated in one of Minnesota’s eleven tribal nations. This is because OCM hasn’t issued any cannabis business licences.
Education and voluntary compliance have been the focus of enforcement actions. In many cases, retailers are allowed to destroy the flower they sell during their first inspection. During subsequent inspections, the product may be destroyed or embargoed. The business could be fined for violating Chapter 342.
Inspectors destroyed 34,056 retail items of noncompliant cannabinoid-derived hemp products between Sept. 6 and Sept. 7, representing an estimated retail price of $878.490. OCM has destroyed 190 pounds worth of cannabis flower that was being sold without a license. This represents an estimated retail value $564,900.
Businesses are reminded of Minnesota law that requires OCM to deny any application for a marijuana business license from anyone who has been issued a fine under Chapter 342.
