It’s as if the 1980s never ended!

Here’s a little bit of Rolling Stone. If you enjoy the classic cocaine corruption story, this is a must-read.

According to IG reports obtained, after the crash, the Department of Homeland Security’s Office of Inspector General began investigating allegations of “narcotics smuggling under the auspices of Operation Mayan Jaguar’.” Rolling Stone. The alleged government smuggling was carried out “with the consent” of special agents at the ICE office Tampa [Florida].”

The reports indicate that ICE agents would bring “approximately twenty planes” to Operation Mayan Jaguar. This included a Boeing 727. According to the testimony in the reports, and the prosecutor of Malago’s trial, ICE did not stop any of them while other governments thwarted others, without ICE. This means that the operation could have morphed from a FedEx-like service for cartels. An ICE agent told IG that the Drug Enforcement Administration, convinced traffickers controlled Mayan Jag, ordered ICE shut down. ICE refused. According to a testimony by another agent, “ICE Headquarters told the agents… that they should continue working.”

In court, Malago’s representatives would claim that ICE had trapped an innocent man into a turf battle with the DEA. “Mr. Malago is caught in the middle of the United States Government, and alleged rogue government agents who are now criminals,” wrote Ratzan, Malago’s lawyer, in court documents. Malago’s charges would be eventually dismissed and no other charges have been filed. ICE declined comment.

The IG investigators gathered disturbing testimony that allows for the first time to tell the full story of Mayan Jaguar. They found unrest even within ICE. According to an IG Memo, ICE’s auditors “identified significant controls weaknesses including’serious’ deficiencies in recording transactions.” The operation was missing receipts and invoices for more than $3 million in expenses relating to the purchase and sales of airplanes. An ICE agent was interrogated by the IG and assured them that the audit was “clean”. But why weren’t ICE auditors informed about Donna Blue, and its Gulfstream II, for that “clean audit”? The agent “said he did not know.” ICE, as it appears, hid the Gulfstream to itself.
