The Joint Committee on Drugs Use, chaired by Deputy Gary Gannon TD, will meet on Thursday, 5 March 2026, in Committee Room 4 of Leinster House from 12:30pm to discuss Portuguese and wider European perspectives on legal, policy and operational responses to drug use.

The Committee will be joined by witnesses Dr Marta Pinto and Mr Brendan Hughes.;Speaking ahead of the meeting, Committee Cathaoirleach, Deputy Gary Gannon TD, said:

“Last week the Committee engaged with officials from Ireland’s criminal justice and public health systems to examine how legislative, policy and operational responses to drug use operate in practice, including how they may support recovery outcomes, as well as the challenges they present for those who use drugs and experience addiction.

The Committee will continue the discussion around legal issues this week by examining international perspectives, including developments in Portugal and other European jurisdictions. A growing number of jurisdictions are adopting some form of decriminalisation, and the Committee’s witnesses this week bring extensive expertise in this area. Dr Pinto is a Professor at the Faculty of Psychology and Education Sciences of the University of Porto, and a researcher specialising in drug use, social vulnerability, and public policy. Principal Scientist Brendan Hughes is an analyst of national drug legislation across Europe and has been working in this field for 25 years.

The Committee looks forward to hearing the witnesses’ insights on Ireland’s current approach and discussing international evidence and experience, which will support its ongoing evidence-based consideration of the Report of the Citizens’ Assembly on Drugs Use and help inform its deliberations on potential responses and recommendations.”

The Joint Committee on Drugs Use has 14 Members, nine from the Dáil and five from the Seanad.
