Federal
The Federal Election approaches and weāve more good news for you having selected two more senate candidates ā for Queensland and Western Australia.
In Western Australia we have Jason Meotti, who has already spent two decades campaigning for cannabis law reform and knows the subject well. He was instrumental in setting up the Australian Drug Law Reform Foundation WA in 1998 and served as the foundation president until 2005.
āWe led calls for the 2001 WA Drug Summit, and I chaired the committee that developed the cannabis decriminalisation proposal, a forerunner of the WA Cannabis Control Bill 2003 which decriminalised possession and cultivation of small quantities of cannabis in Western Australia ā the second state after South Australia to do soā.
Jason is also active in many community projects, from belonging to school boards to coaching the local footy team. This fifth-generation Western Australian is a long-time user of medicinal cannabis to manage back pain and is deeply committed to legalisation.
āI have already helped usher in cannabis law reform in WA and I wasnāt even elected to parliament ā just imagine what I could achieve towards legalising if I was elected as a WA Senatorā, he said.
In Queensland, our senate candidate is Belinda Jones. Belinda, a freelance journalist, has an online following for her activism and investigations with independent media. She has never been afraid to ask the hard questions or hold politicians to account.
As a mature age student, Belinda completed a Bachelor of Education then taught for many years. Sheās also done just about everything else, from driving buses to working on a construction site and in retail.
āAs Iāve gone through life Iāve always been interested in politics and as Iāve grown older, Iāve become acutely aware of how political decisions have impacted my life. Over the last decade, I have felt a powerful need to leave a better legacy for my children and grand-children, to become more involved in politics and fight passionately for the causes I believe inā.
Based on the Gold Coast, Belinda is a medicinal cannabis user and strongly supports legalising and cannabis production. Belinda also believes that hemp is the most under-used crop in Australia, with the potential to replace water-hungry cotton.
āMedicinal cannabis has been incredibly effective for me personally and Iām so glad that weāve achieved this, but we must go further and legaliseā.
In Victoria, Fiona Patten was named as our senate candidate and Miles Hunt is the NSW candidate. A big thank you to everyone who applied. Our selection process was rigorous and we had some hard decisions to make.

The Month That Was: A Major Step Forward for Cannabis Law Reform

This month has brought real progress in our fight for cannabis law reform in New South Wales, with two key developments marking a turning point in the movement. First, the interim report from the cannabis inquiry is set to be released on the twenty-fifth of this month. This report will offer critical insights and recommendations that we hope will shape the future of cannabis laws in NSW. Itās a vital step towards exposing the failures of prohibition and creating a framework that supports legal, responsible cannabis useāand crucially, itās expected to address the need for patients to grow their own cannabis at home.
The right to grow cannabis at home is a cornerstone of this movement. We believe that patients should have the freedom to cultivate their own medicine, giving them access to affordable, natural treatments without relying on expensive or hard-to-obtain prescriptions. Home-growing empowers patients and offers a sensible solution to many of the current access issues. Weāre hopeful that this inquiry will recognise the importance of this right and push for its inclusion in future legislation.
Secondly, this week, we passed an important motion in the Upper Houseāunopposedāthat addresses the unfair treatment of doctors who prescribe medicinal cannabis. The NSW Pharmaceutical Services Unit and the Medical Practitioners Board have been disproportionately targeting doctors for doing whatās right: prescribing a legal, evidence-based treatment to patients in need. Meanwhile, the system is far more lenient towards doctors who prescribe dangerous substances like opioidsādespite their devastating impact on public health.
To put this into perspective, in 2021-22 alone, over 3.6 million opioid prescriptions were dispensed in NSW, leading to more than 7,700 hospitalisations. Yet, doctors prescribing medicinal cannabisāan alternative with far fewer risksāare being treated like criminals. This double standard cannot continue.
This motion sends a clear message: itās time to protect our doctors and ensure they can prescribe medicinal cannabis without fear of punishment, provided they act within clinical guidelines. At the same time, we need to push for patientsā rights to grow their own cannabis, giving them more control over their health and well-being. Letās stop the propaganda and misinformation being reported against prescribing doctors!
With the interim report coming soon and the motion passing without opposition, we are gaining momentum. NSW is ready for change and the evidence is on our side. Letās keep up the fight, stay informed and continue pushing for a legal, fair and safe cannabis frameworkāone that includes the right to grow.

Queensland
Early voting has begun in Queensland with around 3.7 million people set to cast their ballot in person or via the post between now and election day, 26 October 2024.
Labor is recommending its voters put Legalise Cannabis Queensland (LCQ) second in all but one of the seats the Party is running in. The ALP has put LCQ ahead of the Greens in 28 of the 29 seats LCQ is contesting, including the electorates of Premier Steven Miles, Police Minister Mark Ryan and Health Minister Shannon Fentiman.
Queenslanders across 93 electorates will have a choice of 525 candidates and nine registered parties including Labor, LNP, One Nation, Greens, Family First Queensland, Legalise Cannabis, Katterās Australian Party and the Libertarian Party. A 12% decrease in candidates and endorsed parties from the 2020 election.
Legalise Cannabis Party National Secretary Craig Ellis said he wasĀ āpleased that Labor has preferenced us before the Greens and other minor partiesā.
Health Minister Shannon Fentiman said her Party recommended preferencing LCQ and the Greens because they were pro-choice. Asked if the Labor Party shared the LCQās prerogative to ādecriminaliseā cannabis for personal use, Ms Fentiman said no.
Griffith University political commentator Dr Paul Williams said it was a āsignificantā development for LCQ, which almost unseated Pauline Hanson in the 2020 Senate race after securing nearly 5% of the vote.Ā āIn Queensland, this is the most prestige or esteem it has received from a major party. Itās certainly a precedent in Queenslandā.

Premier Steven Miles and Opposition Leader David Crisafulli went head-to-head in the first leadersā debate of the Queensland election campaign. In a more bizarre moment Miles ruled out any suggestion him or his department had any intention of legalising cannabis for recreational purposes.
Helping Out in Queensland
It is not too late to help out during the current State election. Early voting will continue this week, before Polling Day (Saturday, 26 October). Many of the candidates could do with more volunteers especially for Saturday, just an hour or two would be appreciated and certainly help to end prohibition, sooner rather than later. Alternatively, if you cannot donate of your time or money, perhaps you could buy some merchandise in our online shop.
Victoria
Membership Review
As reported in the last newsletter, Legalise Cannabis Victoria is currently going through a re-registration process to remain a Victorian political party and ensure that the Party name will be on the ballot at the next State election.
We will be submitting all our paperwork and list of Victorian members to the Victorian Electoral Commission (VEC) this week.
Once submitted in the first instance the VEC will check that members on the list match the electoral roll and then cross-check that none are members of any other political party. The VEC will then contact a sample to ask members to confirm they are members of Legalise Cannabis Victoria.
All you need to do is watch out for an email or call from the VEC asking you to confirm you are a member of Legalise Cannabis Victoria.

Legalise Cannabis helps to secure pill testing for Victoria
Victoriaās first pill testing trial will start this summer with the aim of saving lives ā and Legalise Cannabis played a key role in making this happen. Legalise Cannabis MP Rachel Payne joined MPs from the Animal Justice Party and the Greens last November to introduce a joint bill in the State parliament calling for a trial of pill testing with a mobile pill-testing service for festivals, as well as a fixed testing site for more detailed analysis.
Rachel pointed out that the ājust say noā approach had clearly failed and deaths at major music festivals must be prevented. The crossbenchersā The Pill Testing Pilot for Drug Harm Reduction Bill 2023 established a legal framework for a trial pill testing service, outlining the need for a mobile service, as well as a fixed-site service for more detailed analysis.
Since the debate of this bill, Premier Jacinta Allan announced in June an 18-month pill testing trial but said pill testing would become a permanent service in Victoria, āBecause all the evidence says it worksā. While the mobile service starts in summer, a fixed site will open in mid-2025 in inner Melbourne, close to nightlife and transport, and health services will share the premises.
Rachel said never had the need for a pill testing service been more urgent. āNew potent synthetic opioids like fentanyl and nitazenes have already found their way into Victoriaās drug supply and have resulted in fatalitiesā, she said. āThe only way to protect people, particularly young people, is to introduce drug checking services. This goes beyond party politics; this is about saving livesā.
Campaign for legal driving defence for medicinal cannabis prescription holders still in over-drive!
The Victorian government is now considering a new report investigating the need for a legal driving defence for medical cannabis prescription holders, who have screened positive at roadside drug test but are not impaired. The Allan government agreed to review the report after Legalise Cannabis Victoria introduced a motion to parliament calling for the driving rights of prescription holders to be protected in July (more than 7,000 Victorians lose their licence after testing positive at roadside drug tests every year).
Magistrate Tony Parsons, who headed the Melbourne Drug Court and led Victorian Legal Aid, produced the report. Due to be tabled in parliament on 18 October, Legalise Cannabis Victoria MP David Ettershank again implored the Allan government to introduce the legal defence, as itās ridiculous that a person taking a legal medication to control pain or manage cancer treatment could lose their licence just for taking this doctor-prescribed treatment.
āMedicinal cannabis has been legal in Victoria since 2016 and more than 1.5 million prescriptions have been issued nationallyā he said. āIt is time the law reflected reality. Itās time the discrimination against Victoriaās medicinal cannabis patients stopsā.
To change cannabis laws, we need the stories of real people!
Legalise Cannabis Victoria is bringing the discussion about legalising cannabis back to the Victorian Parliament ā MP Rachel Payne has secured a parliamentary committee inquiry into Legalise Cannabis Victoriaās personal use bill. This will require government to consider and respond to our proposed model for regulating cannabis in Victoria.
The review will happen early in 2025, and we want to highlight in the mainstream and on social media the absurdity of the current cannabis laws, but we need your support! To show how these unjust laws hurt good people, we need real stories ā and right now we need the stories of Victorians!
Have you been in trouble with the police for possessing cannabis in Victoria? What impact did it have on your life? Would you be prepared to share your story ā either concealing your identity or are you happy to be named and photographed? We do need the stories of real people to illustrate the impact these antiquated laws ā we need to explain the harm to journalists, on social media and on our websites.
Itās time Australia joined progressive countries ā Germany, Thailand, Canada, South Africa, Switzerland, and Malta ā but convincing government to support change is like moving a mountain. For the review, the Legal and Social Issues Committee will consider and report on Ms Payneās Drugs, Poisons and Controlled Substances Amendment (Regulation of Personal Adult Use of Cannabis) Bill 2023. The Committee will look at the Billās proposal to allow adults to possess small quantities of the herb for personal use and grow up to six plants.
Rachel said the inquiry would also consider the impacts of the decriminalisation of cannabis in the ACT. āThere is clearly a bipartisan appetite for expert advice, community engagement and evidence-based actionā she said. āTaking our Bill through the committee process will allow us to hear the evidence of top specialists, consult with the broader community and review the new research, as well as reviewing the ACT experienceā.
Rachel said when her bill was first debated in November, the Government said it was āamenable to ongoing discussionsā while the opposition said it needed āmore dataā, which the Bill review will deliver.
Western Australia
Despite assurances from the WA Health Minister last year, the new regulations from both WA and Canberra are seriously hampering access to medical vapes in the west. Legalise Cannabis WA (LCWA) have recently committed $2 million from the projected $1.25 billion economic benefit of cannabis legalisation to a pro-vaping education campaign.
The goal is to ensure that access to cannabis and nicotine vapes remains affordable and doesnāt fall prey to unjustifiable costs and restrictions. WA Parliament resumed debate last week after another break. One of the key issues on the agenda is the new information-sharing legislation, which raises serious concerns around privacy. Iāll be keeping a close eye on this and advocating for balanced laws that protect both transparency and the individualās right to privacy.

Vaping Cannabis Proven SaferāSo Why Is Labor Lying?
Dr Brian explains how a recent US study suggested that vaping cannabis is not only safer than smoking but carries a lower risk of cancer than non-smokers, presumably because of the positive impacts cannabis can have on the bodyās immune system and queried why Labor governments in both Canberra and Perth continue to demonise ALL vaping in a way that seems designed to mislead the public?
Volunteers Needed
Cannabis law reform can only be achieved from inside parliament. To do that we need to get candidates elected in all states.
To get elected, people need to know about us and our policy.
Thatās where volunteers can shine. Talking to someone face to face at an āEarly Votingā centre or Polling Booth can be highly enervating. The serious business of cannabis law reform can be a lot of fun as we educate and urge people to vote for legalising cannabis.
For those not overly confident, there will be Q & A Zooms. You could perhaps find other volunteers in your area, and it is suggested you join the Volunteers Facebook Group LCQ Party 2024 election volunteers.
