Governor Mike Kehoe announced in an April 21, 2026 media advisory that he will sign four bills into law this week during a scheduled ceremony on Thursday, April 23 at 2:30 p.m. The measures include HB 2061, HB 2423, HB 2641, and HB 2934, representing key legislative actions from the 2026 session.

HB 2641—the Intoxicating Cannabinoid Control Act (ICCA)—will align Missouri law with the new federal ban on intoxicating hemp-derived cannabinoid products. The bill was passed overwhelmingly by legislators from both parties after several years of law enforcement and health advocates endorsing the measure. The legislation, which was championed by Rep. Dave Hinman and Sen. David Gregory, will allow local law enforcement, prosecutors and the Attorney General to enforce this new law in order to protect the health and safety of Missourians.
