As Tribal cannabis enterprises continue to expand across the United States, conversations around economic development, sovereignty, and regulatory strategy are becoming increasingly important.
These topics will be central to the Reservation Economic Summit (RES) 2026, one of the largest gatherings focused on advancing economic opportunities in Native American communities, taking place March 23–26, 2026, at Caesars Palace in Las Vegas, Nevada.
Vicente LLP founding partner Brian Vicente is slated to participate in a panel during the conference as part of the Utilizing Our Lands: Agribusiness and Tourism track.
On Wednesday, March 25 at 3:30 p.m. PT, the breakout session, The Tribal Cannabis Landscape in the U.S., will provide insights into the growth of Tribal cannabis enterprises and the role of Tribal sovereignty in shaping economic development.

Brian Vicente will join Tribal leaders and community members for a discussion on the evolving Tribal cannabis landscape in the United States including Indigenous Cannabis Industry Association president and founder Rob Pero and executive director Mary Jane Oatman; Michael Decorah, senior intergovernmental affairs advisor for the St. Croix Chippewa Indians of Wisconsin; Samantha Skenandore, founding partner at Skenandore Wilson; and Kari Taylor, CEO of NativeCare.
The panel will examine the growth of Tribally led cannabis enterprises, the economic impact these businesses are generating in Native communities and the role of Tribal sovereignty in shaping regulatory frameworks and guiding industry development.
Panelists will also share perspectives on how Tribal governments and entrepreneurs are building cannabis programs that create jobs, support community services and generate sustainable economic opportunities, as well as lessons learned from existing enterprises and strategies for navigating complex legal, regulatory and financial considerations.
