The Security Service of Ukraine is conducting an investigation into the testimony of witness Yusuf Mamesheva in the case involving NABU detective Ruslan Magomedrasulov and his father regarding allegedly the sale of industrial hemp to Russia. The investigation suspects that sworn testimony may have been false, which is corroborated by the prosecutor’s remarks about the ongoing proceedings.

As part of the investigation, Mamesheva was interrogated by SBU officers three times, and the witness was involved in court proceedings twice more. According to Mamesheva, in a phone conversation with detective Ruslan Magomedrasulov, the sale of industrial hemp to Uzbekistan was discussed, not to Dagestan in Russia.

According to Prosecutor Smirnov, the SBU has initiated a pre-trial investigation into Mamesheva’s testimony on suspicion of falsehood. It is also known that in allegedly five examinations, the recording of Mamesheva’s conversation with the NABU detective indicated trade specifically with the Russian Federation in Dagestan.

“This concerns a criminal offense against the witness, namely providing knowingly false testimony. To support our statements, several analyses of the conversations were attached. In several analyses it was determined that ‘most likely’ Dagestan was mentioned (Dagestan was said). In the latest examination it is stated that the matter concerns the Republic of Dagestan,”

Additionally, the investigation initiated a psycho-emotional assessment of Mamesheva’s testimony. Prosecutor from the Office of the General Prosecutor of Ukraine Oleksandr Hanilov said that he deemed the testimony to be false.

“He tried to distort the data. It was evident that the person was confused in the testimony, and could not answer clarifying questions. According to the expert’s conclusions I read aloud, the person makes up on the spot what to say. Simply put – this is a lie”

Earlier, Mamesheva described pressure on him and his son by the SBU: threats were allegedly sent, meetings with officers were planned, and they threatened “serious consequences” if the testimony did not change. The conversation description also stated that after he refused to alter his testimony that evening, the Territorial Center for Recruitment and Social Support (TCC) announced him as wanted, and earlier in the morning police detained him in a car. The SBU did not comment on this information.

What Ruslan Magomedrasulov is accused of

The Security Service of Ukraine has charged NABU detective Ruslan Magomedrasulov and his father Sentyabri with allegedly selling industrial hemp to representatives of Russia’s economy.

The SBU asserts that Magomedrasulov allegedly acted as an intermediary in selling to the Republic of Dagestan (Russia) batches of industrial hemp. Their illegal cultivation, according to law enforcement, was organized by his father. Since September 2022, all trade with Russia has been completely banned. Among the evidence is a recording of a conversation between the NABU detective Ruslan and an acquaintance, in which this was allegedly discussed, and information about a Dagestan-based buyer company that was to purchase and market it in Russia.

Ruslan Magomedrasulov was arrested on July 21. On July 22, a Kyiv court sent him to custody until September 16 with no possibility of bail. On September 12, the Kyiv Pechersky Court kept the detective in custody until October 21. On September 16, the SBU and the State Bureau of Investigation announced a new suspicion; according to the investigation, the NABU detective allegedly used his connections and official influence to take part in actions related to illicit tax manipulations involving Ukrainian business entities.

The investigation is ongoing, and case materials are being sent to the appropriate authorities for further consideration and the adoption of procedural decisions.
