Bipartisan Cannabis Legalization bill filed in Pennsylvania – Ganjapreneur (19459000)

On Monday, Pennsylvania lawmakers filed a bipartisan measure to legalize adult use cannabis. The bill, which calls to regulate the adult-use cannabis industry and expunge past cannabis crimes was filed by state lawmakers on their first day back after recess.

On Monday, the first day that lawmakers returned from recess after the summer break, a bipartisan bill was introduced to legalize marijuana in Pennsylvania. Pennsylvania Capital Star reports. The bill, sponsored in both chambers by Reps. Aaron Kaufer and Emily Kinkead, is the latest to be considered during the session.
The measure includes a cannabis excise tax of 5% paid by sellers and a retail sales tax of 8%. The tax revenue generated by cannabis would be divided among municipalities that have legalized cannabis Dispensaries, a cannabis establishment fund, as well as addiction prevention, recovery and treatment services. The Pennsylvania Commission on Crime and Delinquency will also receive funds and will distribute them to local police departments across the state and indigent defense fund. Cannabis industry regulation would be primarily under the Department of Agriculture.
The bill also includes expungement The provisions would allow those who are currently incarcerated on non-violent cannabis charges, to apply for resentencing or commutations. The proposal also includes social equity provisions, which would allow individuals who qualify to apply for grants sponsored by the state and low-interest loan to start cannabis businesses. Majority-minority-owned businesses, women-owned businesses, and veteran-owned businesses would be given priority under the legislation.
Gov. Josh Shapiro, a Democrat, has expressed support for reforms. He even included potential revenue from Cannabis sales taxes In his proposed budget for 2024.
