Court records show that Homeland Security referred the case to Stillwater Police. The 49-year-old, who lives in both California and Yale, was jailed with $100,000 bail pending a court appearance on Oct. 7, on a Payne County Charge of Possession of 64 Pounds of DMT with Intent to Distribute.

Court records show that at the time of Kou Yang’s arrest on Sept. 19, in Stillwater, in the parking lot for a virtual mailbox Kou, 49, had already been placed on probation in an investigation by the Oklahoma Highway Patrol in 2012, in which the Oklahoma Highway Patrol investigated a case involving the trafficking of about 105 pounds marijuana east of Cushing.

According to a court document filed last week, Stillwater Police Detective Josh Carson was contacted by an agent on Sept. 17, regarding five kilograms DMT seized at a Federal Express distribution center in Memphis by Homeland Security.

“The DMT was to be delivered at the Postal Pack and Ship, located at 601 S. Washington in Stillwater.” Homeland Security had already tested the substance and it was presumptively positive for DMT.

“DMT” is a hallucinogenic drug of tryptamine that occurs naturally in many plant species. It can be made in the laboratory. DMT produces similar effects to psychedelics like LSD and magical mushrooms.

“Some people call the drug Dimitri or fantasia. DMT is classified as a controlled substance under schedule 1 in the United States. This means that it’s illegal to buy, make, possess, or distribute DMT.

The Stillwater police detective stated in his affidavit that “through our investigation, we discovered the package was sent to DYE GUYS, LLC”, owned by Yang whose address was in Yale.

“Yang’s work visa has expired and he was arrested on 11-1-22 for drug trafficking in Payne County. He was trafficking a large quantity of marijuana. Yang has a virtual mail box at 601 S. Washington in the Postal Pack and Ship and he receives Fedex packages there.

“I know from my training and experience that drug traffickers often deliver drugs to obscure addresses in order to avoid detection by law enforcement. Yang has received at least two other shipments of DMT of the same size at this location.

“Yang has been contacted to inform him that his package had been delivered. Yang made arrangements for the package to be picked up on Thursday, 9-19-24. I pretended to be the owner of Postal Pack and Ship and gave Yang the package of DMT. Yang asked me if I knew about another shipment that he was awaiting and then left the store with the package. Yang was arrested for trafficking DMT in the parking lot.

“Yang confirmed that he knew what was in the package, and said he believed it to be Mexican Root. DMT is derived by the bark of trees. I asked Yang to give me access to his phone, and he “pleaded the fifth.” From my training and experiences, I know that drug traffickers use phones to facilitate drug transactions,” the Stillwater Police detective claimed in his affidavit.

The affidavit stated that after the detective obtained a warrant from a Payne County Judge, Stillwater Police went to Yang’s home in Yale, where a woman and four small children answered at the door.

“I found a large amount of DMT in a pantry on the east side. The packages were vacuum-sealed and placed in boxes marked Fedex or US Mail. It was clear that Yang was receiving DMT packages through the mail.

“The DMT was in packages that were marked with weights and were packaged in Kilo bundles. I also found two cases containing new pill capsules that had not yet been loaded with the drug. Along with the pill capsules I also found new shipping labels and boxes used to send mail.

“I continued my search and found business card for ‘herbal supplement’. I accessed the site and observed the DMT being sold online. My training and experience has shown that psychedelics are often marketed as ‘experimental,’ ‘herbal,’ and a ‘not for consumption’ drug on websites.

In his affidavit, the Stillwater detective claimed that he had “observed pictures of Yang” with the woman and children as well tax paperwork with Yang’s name and address in Yale.

The affidavit stated that the woman claimed Yang operated a website, and sold the DMT powder on the internet. The affidavit stated that she had no idea what Yang did on a daily basis.

“Yang has a residence in California, and is frequently away.” She told me Yang lived with her when he was in Oklahoma. (She) was not involved in the online business, but was responsible for the four children.

“A total of 24,173 g or approximately 53 lbs of DMT were seized from the residence, along with the additional 11 lb that Yang had delivered in Stillwater to his virtual mailbox for a combined total of 64 lbs.

In his affidavit, the Stillwater police detective stated that during the investigation in Memphis, another package addressed to Yang had been seized with an additional 11 pounds DMT.
