A Senate Committee in Pakistan unanimously approved on Monday a bill that regulates the cultivation and production cannabis in the country. In a Press releaseDr. Syed Hussain Abidi said that the measure would protect the public health, and have an economic potential of between $4 billion to $6 billion.

According to the measure, a Cannabis Control and Regulatory Authority would be created. This authority would be tasked to advise the federal government on cannabis policies, prepare annual reports on implementation of the policies and review laws and suggest amendments to legislative and regulatory proposals, specify and propose fees and administrative penalties. It would also set quality controls, issue licenses, conduct research and maintain testing laboratories. Bill Text.

The bill states that the agency is also responsible for regulating products with less than 0.3% THC, which is the current standard of hemp products.

The bill also includes regulations on packaging. It also sets fines between 10 million Rupees ($36,000 USD) to 200 million Rupees ($718,000 USD) for businesses who violate cannabis laws, along with daily fines of 100,000 Rupees ($360 USD) for continued violations. Individuals will be fined between 1 million Rupees and 10 million Rupees. Additional daily fines of 10,000 Rupees ($36 USD) are also imposed for continuing to violate the laws.

The bill must still be approved by Parliament.
