ICBC 2026: Medical cannabis in Germany – Need, Greed & Reality

​The first day of the International Cannabis Business Conference (ICBC) in Berlin has made one thing clear: there is a massive discrepancy between market potential and current regulatory reality. Estimates suggest Germany’s total annual demand for cannabis flower sits at approximately 800 tons. Currently, only 200 tons are being serviced through legal channels.

What struck me during today’s panels at the Estrel was the industry’s singular focus. Large-scale pharma players are openly strategizing on how to “capture” the remaining 600 tons of the illicit market.

​The Mindset: API vs. Botanical Excellence

Walking the halls, you can feel the “gold rush” energy of the dealmakers. The focus remains on market share, rapid scaling, and monetizing industrial mass-produced goods. But we must ask a fundamental question about quality: Who would choose a bland greenhouse tomato over a sun-ripened San Marzano simply because it was cheaper to produce? So why are we treating cannabis primarily as a sterile API rather than respecting its complexity as a botanical consumer good?

​Removing the Pharmaceutical Lens

​The industry often positions itself as the “solution” to a societal “drug problem.” In reality, we are talking about a natural human desire for adult-use consumption. A historical comparison highlights the absurdity: If, after the U.S. Prohibition, alcohol had only been made accessible via private prescriptions in pharmacies, we would look back at that decision today with disbelief.

​It is time to move past the rigid “Patient vs. Consumer” dichotomy. A courageous path forward means providing fast, uncomplicated access for adults without unnecessary bureaucratic hurdles.

​Lessons from the U.S. Market Correction

​The current shifts in the U.S. market serve as a stark warning for purely pharmaceutical or industrial-scale models:

​Market Shakeout: Large Multi-State Operators (MSOs) that bet solely on industrial quantity are currently facing existential crises or bankruptcy.

​Quality Over Volume: As markets mature, consumers migrate away from restrictive medical programs toward Adult-Use.

​The era of industrial monopolies is crumbling. The future belongs to a dynamic, self-regulating market that makes room for specialized craft facilities and social clubs—a market that respects both the plant and the informed citizen, rather than squeezing them into pharmaceutical boxes.

​The time for bold reforms that prioritize product quality (and safety) is now.
