A recent report sponsored jointly by the Centers for Disease Control and Prevention and the National Institutes of Health says that the federal government should have a greater role in cannabis policy. The report, Cannabis Policy Impacts Public Health and Health EquityThe 2024 edition of the National Academies of Sciences, Engineering, and Medicine was published.
Dr. Steven Teutsch of University of Southern California is the committee chair who authored the report. Associated Press“We would like to see the federal government step up and provide some leadership in that area.”
The report states that “While continuing research is important, applying the core functions of public health — assessment, policy-development, and assurance — will lead to better, more consistent policies and improve public health and health equality.”
The report recommends federal agencies such as the NIH, CDC, and DEA support a cannabis-research agenda, monitor state legalization, and create best practices in regulatory regulation with an emphasis on reducing access by youth. The report recommends that Congress close the Farm Bill loophole, which allows intoxicating hemp-derived THC at the federal level. It also recommends removing federal barriers for cannabis research. The report recommends that jurisdictions with state-level reforms in cannabis require cannabis retail worker certification and training requirements, as well as the automatic expungement of low-level marijuana offenses. It also recommends adopting and enforcing quality standards set by the U.S. Pharmacopeia for medicines and dietary supplement products.
The federal law still prohibits cannabis, but the Biden Administration has made it legal. Announced plans In May, the DEA announced that cannabis would be moved to Schedule III. This would keep cannabis illegal at the federal level but with fewer restrictions. The DEA has schedule a Hearing on December 2 Expert testimony is required on the issue.
